Q: what can the Flow rate indicators 0-15 LPM regulator can be set to:

Just pulled the spare regulator from the rescue truck and available flow rates are:0 - .5 - 1 - 1.5 - 2 - 3 - 4 - 5 - 6 - 8 - 10 - 15 LPM.We have several of these in service and they all have performed well to date.

Q: can this be used in the plane or car?

In a car, yes. They won't let you on a plane with an oxygen tank or bottle. you'll need an approved, by the FAA, Oxygen generator

Q: How many litter does it come with

It dosen't come with any Liters but the gauge reads from 0 to 1/2 to 15 LPM. I hope that helps
