The SW-Motech saddle bag system is completely modular. It requires a frame, mounting adapter and saddlebag. The frame is robust and I use it to secure my bike when it’s loaded on a trailer for transport. The adapter can be used for almost anything so I bought some tough plastic cases from Harbor freight to use as large saddlebags. Most of the time I mount the Sysbag 10 because it’s small and looks good on the bike with enough room for essentials. This is a system of many components and very flexible. I can load groceries, extra fuel, clothes, etc. by changing the container.

Description says two bags and all you need with exception of the SLC side carriers. I assumed this purchase would come with the mounting plate, but it did not.
